MOSCOW, July 22 (Itar-Tass) —— Leaders of the Krymsk region are detained as suspects for negligence, Russia’s Investigative Committee reported on Sunday.
“In the framework of the investigation of the criminal case of the flood, detained are head of the Krymsk region’s municipal settlement Vasily Krutko, head of Krymsk city settlement Vladimir Ulanovsky and Viktor Zhdanov, acting head of the Department on prevention of emergency situations of the Krymsk region,” spokesman of the Investigative Committee Vladimir Markin said.
According to him, in the course of a criminal investigation of the mass death of residents in the Krymsk region, was opened a criminal case on the grounds of offense of Part 3 of the Criminal Code art. 293 /negligence, that is improper performance of official duties due to careless attitude to the service, which caused death of more than two persons/."
"The suspects in this crime are head of the municipal district of Krymsk Vasiliy Krutko, head of the Krymsk city settlement Vladimir Ulanovsky, head of the Krymsk region’s Nizhnebakansky rural settlement Irina Ryabchenko and Victor Zhdanov, acting head of the Department the Prevention of emergency situations and civil defence of Krymsk municipal district,” Markin said. “All the suspects are members of the Commission on Prevention and Emergency Response and Fire Safety."
"According to investigators, as a result of improper performance of duties by these officials, they have received in a timely manner on July 5th and 6th storm warnings of forecasted natural phenomenon, which represented a real threat to life and health of residents in the territory of the Krymsk region; they failed to determine the extent of possible disaster, did not fulfil their duties in a timely and proper warning about information of the dangers arising from the emergency situation of natural character and evacuation of residents to safe areas", Markin said.
"Negligence of the said officers resulted in grave consequences in the form of death of 153 people who were in the territory of Krymsk. This, they violated substantially the rights to life and health of citizens guaranteed by the Constitution of the Russian Federation, as well as legally protected interests of the society and state," he added.
