MOSCOW, July 21 (Itar-Tass) —— Russia’s President Vladimir Putin signed the federal law on regulation of activities of non-governmental organisations, which was adopted by the State Duma on July 13 and by the Federation Council on July 18, the Kremlin’s press service reported on Saturday.
The federal law stipulates political activities do not include activities in sciences, culture, arts, healthcare, social support, protection of maternity and childhood, social support of the disabled, propaganda of healthy living, physical culture and sports, charity and volunteer activities.
The law regulates introduction of a registrar of non-governmental organisations acting as foreign agents. A company is supposed to file an application prior to starting its activities. The company are liable for obligatory annual audit.
All materials such companies will be publishing or distributing via media or the Internet should contain a note they are published or distributed by a non-governmental organisation, having functions of a foreign agent.
Any operations of non-governmental organisations referring to receipt of monetary funds or other property from foreign sources for the amount equal or above 200,000 roubles are to be controlled.
