MOSCOW, July 19 (Itar-Tass) —— People living in the areas to be incorporated into Moscow will not have to re-register their property, a government official said.
From July 1, Moscow will enlarge to include parts of the Podolsk, Naro-Fominsk and Leninsky Districts of the Moscow region. The new territories make up 1.4 of Moscow’s present area.
Deputy head of a department at the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), Ilya Krasner, told Itar-Tass that properly executed ownership documents for property will remain in effect even though they will say “Moscow region” rather than “Moscow”. This will not require immediate correction or re-registration of property rights.
“However, if new transactions with immovable property are planned after July 1, ownership documents to be issued after that date will say ‘Moscow’,” the official said.
He noted that the incorporation of new territories into Moscow will require re-registration at the Federal Migration Service and at tax bodies, which will also take some time. Besides, under effective legislation, a change of the registered address of immovable property requires its owner to obtain a new technical certificate, which will also entail certain expenses, and Rosreestr has already suggested simplifying this procedure.
About 250,000 people are registered in the areas to be incorporated into Moscow, and some Muscovites have their dachas there.
“If people live in the Moscow region but work in Moscow, they can easily re-register their [ownership] rights at any of the Rosreestr offices,” Krasner said.
Although Rosreestr’s Moscow office will get more than 350,000 new entries for ownership rights in the incorporated territories, aggregately its database will increase by only 5-7 percent, as about 6 million ownership rights are registered in Moscow alone.
