MOSCOW, July 7 (Itar-Tass) —— The Russian Health Ministry is drafting a document that will insure patients from medical errors, Health Minister Veronika Skvortsova said on Saturday, July 7.
“We are drafting a special document to insure patients from medical errors,” she told Ekho Moskvy radio.
These can include both systemic errors (lack of equipment, late hospitalisation) and a doctor’s negligence or incompetence.
“The problem is that a doctor is not a subject of law, only a medical organisation is. As a result, a doctor cannot be held responsible for his error. The only way [to solve the problem] is to insure patients before doctors go through the accreditation process,” the minister said.
Accreditation is expected to begin by 2016 and will certify doctors to perform certain types of medical activities.
