Duma "worthily coped" with tasks on session agenda - Naryshkin

The deveopment of inner-party democracy (and discipline as well) will undoubtedly influence the work of the political factions in parliament

MOSCOW, July 4 (Itar-Tass) — Sergei Naryshkin, Speaker of the State Duma lower house of the Russian parliament, believes that the House has "worthily coped with the tasks that have been on the agenda of this no-easy session." He expressed this opinion in an interview published in Rossiiskaya Gazeta on Wednesday.

"The first session of the 6th State Duma will go down in history as a session of political modernization," Naryshkin said. "One of the session's results is as follows: we, for the first time in 20 years, have found ourselves on the threshold of such a mass-scale registration of (political) parties. This imposes a deep obligation upon both the executive branch and parliament," Naryshkin said.

"We are bound to leave the uptodately organized floor for the work of future members of parliament. The floor that is more open for interaction with society and with expert groups and is a substantially renewed one from the viewpoint of internal organization," the House Speaker said. "Because parliament structure may change greatly already in the House of next convocation. It will become impossible and, perhaps, unnecessary to apply many of today's norms set out in the House rules of procedure. However, it is essential to change them already now," he maintains.

Naryshkin specially pointed out, "The very aspect of parties changes quickly". "Our, Russian, parties draw closer to world standards of inner-party work. The decisions of the latest congress of the United Russia party are a confirmation of that".

"The deveopment of inner-party democracy (and discipline as well) will undoubtedly influence the work of the political factions in parliament. This is, too, a new reality which we have been the first to encounter," the parliamentarian emphasized.
