MOSCOW, July 3 (Itar-Tass) — Moscow authorities will not limit housing construction on the territories attached to the city on July 1, Moscow Mayor Sergei Sobyanin said on Tuesday.
These territories have a potential for commercial and housing construction projects, he noted.
“There are serious restrictions on housing construction within the old limits of the Moscow city. It is an already densely populated area, and new construction sites will create additional problems for local residents, in the first turn. This city is the leader by population density. New territories create a possibility of commercial and housing construction. Hopefully, these projects will be beneficial for businessmen and Muscovites,” the mayor said.
There are general plans of new Moscow approved by municipalities, the mayor noted. “We do not plan to thwart these plans. On the contrary, we will assist the development of the local infrastructure. It is also necessary to prevent a transport collapse when the new buildings are ready. The new residential areas need an appropriate social infrastructure. The transport infrastructure must catch up with the construction of homes,” Sobyanin said.
It is planned to build 30 million square meters of homes in new Moscow. “The actual potential is much bigger, up to 100 million square meters. We build about 2 million square meters of homes in old Moscow, and about 7 million square meters of homes more are built in the Moscow region. Moscow is on the bottom of the housing construction rates list in Russia. We build 0.2 square meters of housing space per person. The provision of Muscovites with housing space is also average – 19 square meters per person, while the country’s average indicator is 21 square meters. Certainly, we need more homes,” the mayor said.
The Moscow city limits grew by 148,864 hectares on July 1, 2012. The city will stretch out to the west, the southwest and the south, mostly with territories located between Kiyevskoye and Varshavskoye highways and the big circle of the Moscow railroad. The new territory will reach as far as the Kaluga region with a land near Zvenigorod, Rublyovo-Arkhangelskoye and the Skolkovo innovations center. In turn, the Moscow region received 1,357 hectares in the Kurkino neighborhood.
Starting from July 1, Moscow includes 21 municipalities: two city districts, Troitsk and Shcherbinka, and 19 towns and villages in the southwest, which have been a part of the Podolsk, Leninsky and Narofominsk districts of the Moscow region. Also Moscow blends some lands in the Odintsovo and Krasnogorsk districts of the Moscow region (Konezavod VTB, Rublyovo-Arkhangelskoye and Skolkovo). The attached territories have about 232,000 residents.
