Petrochemical complex in Primorye to be environment-friendly

VLADIVOSTOK, June 28 (Itar-Tass) — The construction of a petrochemical production plant in the Primorsky (maritime) Territory (PT) will be conducted with a strict observance of all environmental norms, Vladimir Sugak, director of the representative office of the Rosneft petroleum company in the PT, said during a meeting with Sergei Sidorov, acting vice-governor of the PT, here on Thursday.

Sidorov also pointed out that the planned work to bring into being the Company's production plant in the area of Nakhodka must be carriedo ut with the observance of all norms of nature-conservation legislation and without detriment to the environment. Soon, he said, PT administration officials will meet with the residents of nearby inhabited localities who are concerned over the possibility of emergence of a petrochemical plant in the area.

It is planned that a Rosneft new plant near Nakhodka will turn out monoethylene glycol, polyethylene, polypropylene, as well as aromatic hydrocarbons and ethyl benzene. Petroleum, supplied via the Eastern Siberia- Pacific Ocean oil trunkline is to be used as the feedstock.

Expert opinion is that the construction of the petrochemical complex will stimulate the establishment of processing sectors in the Far Eastern Federal District, give a boost to the PT's foreign economic activities, increase the port's cargohandling capacity, and create new jobs in the area.

Meanwhile, environmentalists and residents of the PT south repeatedly drew the attention of various organizations to the project, questioning the safety of the new production plant to the environment and to the population.

PT Governor Vladimir Miklushevsky also repeatedly spoke of the need for an in-depth public discussion of the project for a petrochemical complex near Nakhodka. "The folks have the right to get detailed explanations about each phase of constrcution. They must come to see for themseves that the facility is safe," the governor emphasized when speaking at a session of the Territorial Legislative Assemby earlier.
