MOSCOW, June 27 (Itar-Tass) — Russian President Vladimir Putin submitted a bill on new principles to form the Federation Council in the parliament, the president said in his speech in the Federation Council here on Wednesday.
“The procedure to form the Federation Council should be more democratic, and the upper house should be more “regional” in its makeup,” Putin stated.
The president noted that “the efficiency of the Federation Council depends not only on the organizing procedure of the work, but also from the legal position of members of the upper house and the mechanism to form it.” He recalled that under the Russian Constitution the Federation Council is formed from representatives of executive and legislative authorities from Russian federal constituents, but it was discussed many times, “how to provide for a more active participation of citizens in the formation of the Federation Council and to do it so that these procedures would be maximum possibly open, fair and understandable for all people.” Putin noted that members of the Federation Council should realize clearly that “they are representatives of some constituent of the Russian Federation and bear direct responsibility for its residents.”
