Bill on contractual purchase of goods has 1st reading in Duma

MOSCOW, June 20 (Itar-Tass) —— The Bill on the Federal Contractual System of Procurement of Goods, Works and Services came up for the first reading in the State Duma. The bill is to replace federal bill no 94 On State Procurement that was criticized more than once in the recent years, also by the state leadership.

The bill is based on a comprehensive approach to procurement of goods, works and services for state and municipal needs by forming the federal contractual system. It, specifically, ensures the regulation of the entire procurement cycle: planning and forecasting of state and municipal needs, forming and placing orders, fulfillment of contractual obligations and the analysis of the results, as well as monitoring, control and auditing of the observance of requirements.

The bill establishes a number of anti-dumping measures enabling rejection of applications with inordinately underestimated prices.

It suggests new approaches to forming the organizational structure of control and auditing under the federal contractual system and the division of powers between the tiers of power and federal bodies of executive authority.

It creates the legal basis for the introduction of the federal contractual system promoting effective and timely meeting of state requirements in goods and services.

The new mechanism will ensure the monitoring and auditing of effectiveness of procurement at the stages of forecast, planning and making purchases, personal responsibility of ordering customers for justification of purchases, including the initial pricing of the contract, implementation of the procurement plan, the choice of the way of making a purchase and assessment of the results of fulfilling the contracts.

When the bill goes into effect, a wider use will be made of centralized purchases and joint bidding on goods, works and services of the same kind through the optimization of the volume of purchases and the lowering of prices; the procedure of purchasing research and laboratory equipment will be simplified.

The bill was worked out to introduce uniform normative regulation at all the stages of state procurement and to ensure unified approaches to the regulation of the entire cycle of state and municipal purchases.
