VLADIVOSTOK, June 19 (Itar-Tass) — Deviations from design specifications, estimates and technologies are the cause of the collapse of a new road built in Vladivostok ahead of the APEC summit of September 2012, Primorye Vice-Governor Vladimir Balan said on Tuesday.
“These are preliminary results, and a final report will be ready in five to seven days,” he said at a meeting chaired by Governor Vladimir Miklushevsky.
The working group, which is analyzing the problem, includes designers and representatives of the contractor. The Pacific Bridge Construction Company fully bears repair expenditures. No budget funds are involved, he said.
The governor ordered verification of the readiness of all sections of the Novy – De Friz – Sedanka – Patrokl Bay road and other new road infrastructure. “We must guarantee security of new roads,” he said.
Judging by tentative findings, rains washed out supports under the road due to the absence of drainage. Detectives will identify the culprits. The damage exceeds 1.7 million rubles. Two days of heavy rains led to the caving of a part of the new road in Tikhaya Bay on June 12. Garages under the road were buried under stones and soil.
Miklushevsky said they build 18 new garages to compensate the damage. The Pacific Bridge Construction Company would pay for that. There may be also compensations for property damage.
The Primorye police opened a criminal case on Tuesday over the collapse, the regional department of the Russian Investigation Committee told Itar-Tass. The charge is a breach of construction rules leading to major damage, it said.
Prime Minister Dmitry Medvedev harshly ordered a thorough investigation and punishment of the culprits on Monday.
