Naryshkin forms culture council under State Duma speaker

MOSCOW, June 13 (Itar-Tass) — Sergei Naryshkin signed a resolution to form a culture council under the State Duma speaker on Wednesday.

The council will become “a standing advisory body,” a source in the State Duma department for public relations and cooperation with media told Itar-Tass on Wednesday. The tasks of the council will become “the examination and drafting of initiatives on topical problems of legislative regulations in culture and associated industries, the development of recommendations on culture for the use in lawmaking.”

“The council will include figures of culture and arts, State Duma deputies, scientists and experts in culture,” the source said. The department noted that the council will have its first meeting at the State Duma main building in Okhotny Ryad Street on June 14. “The making of the work plan of the council and the debates on the council’s priorities” is planned.

On March 23, speaking on the intentions to create an expert council on culture soon, Naryshkin noted that this body should “help the deputies to form a new concept, a new bill on culture.” In this context the speaker noted that “the current law (on the foundations of the Russian culture legislation – Itar-Tass) was approved in 1992, and certainly does not meet the current requirements.” “I am convinced that today culture along with education and science is the main instrument in the formation of the so-called human capital,” he underlined.
