RF worried over attempts by some states to use Houla tragedy to scuttle Annan plan

MOSCOW, June 3 (Itar-Tass) — Russia resolutely denounces the killings of peaceful residents in Houla, but it did not back the HRC resolution over its biased nature, said on Sunday the Russian Foreign Ministry, commenting on the results of the special session of the UN Human Rights Council.

“Russia as well as China and Cuba voted against this resolution, since the text of this document is unbalanced, biased and contains several unilateral appraisals, the ministry emphasized. The government is bluntly announced guilty of all crimes, committed in Syria; it is also fully blamed for violations of human rights.

There is no denunciation of actions by gunmen, bandits and terrorists that committed explosions in Damascus and Aleppo, launched a hunt for Syrian civil, state and municipal employees, public and religious leaders, kill from behind university lecturers and medics as well as abduct Muslim pilgrims.

“Russia most resolutely denounces the massacre of civil population in Houla on May 25,” the ministry said. “It is on the insistence of the Russian Federation that the UN Security Council held a special meeting on May 27 to discuss this tragedy.

“It is necessary to establish a reason and consequence of what happened in Houla in the framework of the investigation which the UN Security Council instructed to carry the UN observer mission in Syria.” ”The text of the resolution oversteps the framework of the HRC mandate, running, in actual fact, counter to the press statement of the UN Security Council on May 27,” the Foreign Ministry stated.

“Serious anxiety is provoked by attempts of some countries, without waiting for the results of work of the UN observe mission on Syria on the events in Houla, to finger out the guilty even now and to put pressure in this way on the UN Security Council as well as to exploit this tragedy in their own interests and for scuttling the plan of special envoy of the UN and the Arab League Kofi Annan,” the ministry noted.

“We are convinced, as before, that a settlement of the Syrian crisis is possible only through political and diplomatic means on the basis of clear and undeviating observance by all sides in the conflict of the Kofi Annan peaceful plan as well as appropriate decisions of the UN Security Council.”

“Our country comes out against involving the HRC “to launch” a force scenario in Syria. Therefore, it is so important not to anticipate the results of the investigation of the Houla crime, conducted by the UN observer mission together with national authorities,” the Foreign Ministry underlined.

“The only way out of the Syrian crisis, including its human rights component, is an end to violence and consistent support for the Kofi Annan plan. Russia will abide by this stand, in future too, and calls on other states to act the same way in deeds.”

A special session of the UN Human Rights Council was called in Geneva on June 1 at the initiative of a group of Western countries in connection with the recent tragic events in the Syrian village of Houla. A resolution was adopted by its results, denouncing only the Syrian government for the incident.
