Medvedev orders to improve civil servants' corruption fight skills

The resolution also specified the order of the provision of financial support of the expenditure commitments

MOSCOW, May 2 (Itar-Tass) — Russian President Dmitry Medvedev has signed a resolution “On the organisation in 2012 of professional skills upgrading for the federal civil servants whose duties include the participation in combating corruption,” the Kremlin press service reported on Wednesday.

The draft resolution was prepared pursuant to the second clause of subparagraph “b” of paragraph 1 of the National Anti-Corruption Plan for 2012 - 2013, approved by the RF presidential decree No 297 of March 13, 2012, and in accordance with paragraph 17, part 2 of Article 55 of the Federal Law No 94-FZ “On placing orders on the supply of goods, works and services for state and municipal needs” of July 21, 2005.

In order to create a unified approach to goals, tasks and functions of the personnel departments of the federal bodies of state authority to prevent corruption and other offenses the resolution stipulates that in 2012 the sole contractor of the state order on the training under the educational program “the functions of departments of the federal bodies of authority to prevent corruption and other offenses” is the federal state budgetary institution of higher professional education the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

RANEPA has experience in the implementation in 2010 - 2011s of the educational program and has the necessary scientific and methodological potential.

Given the demand of federal bodies of state authority for the training under the educational program, the draft resolution provides for the skills upgrading in 2012 for up to 1,000 federal civil servants, whose duties include the participation in combating corruption.

The resolution also specified the order of the provision of financial support of the expenditure commitments linked with the implementation of this resolution.

The calculation of the price of public contracts that will be concluded by the Russian Health Ministry and other federal government agencies with RANEPA is made in compliance with the economic norms of the cost of educational services in professional retraining, skills upgrading and training of federal civil servants, approved by the RF government resolution No 393 of May 26, 2008, and amounts to 3 million and 780 thousand roubles.

The resolution recommends the bodies of state authority of the Russian Federation subjects and local self-government bodies to organise in accordance with established procedure the upgrading of skills for civil servants of subjects of the Russian Federation and municipal employees, whose official duties include the participation in combating corruption.
