KRASNODAR, April 25 (Itar-Tass) — Krasnodar Territory governor Alexander Tkachyov will be inaugurated on Wednesday. The ceremony will take place at the Music Theatre in Krasnodar, during the extraordinary, 61st session of the local legislative assembly.
On the day of inauguration, the regional leader will deliver a program speech on the development of the Krasnodar Territory in the near future. Many initiatives in the program were brought forward by residents after the governor's call to participate in drawing "a people's program to develop Kuban in the next few years." Dozens of proposals on how to make life better in the region came through the Internet, and the governor's liaison offices that operate in every town and district of the Krasnodar territory.
"All our work must be goal-oriented, systemic, effective, and one can see better at the local level what should be improved. Therefore, I invite all the residents of the Krasnodar Territory and all public forces to work jointly on the program to develop Kuban in the next few years," Tkachyov said.
As he was preparing for inauguration, the governor announced the beginning of systemic modernization in regional administration. All senior officials must go through the re-appointment procedure. All deputies, department heads, advisors and aides have already written their statements. "I will make individual decisions on each," the governor said.
"After a thorough analysis and examination of all oversights, I came to the conclusion that it was necessary to cut 20 percent of the administration. These are very serious changes. But my understanding is that we don't have to take more staff and increase bureaucracy, but optimize it," Tkachyov said.
On March 11, President Dmitry Medvedev suggested reappointing Alexander Tkachyov as governor of the Krasnodar Territory. His candidacy was approved by an overwhelming majority of deputies at the region's legislative assembly on March 21.
Tkachyov has been regional leader for more than 11. Years. He was elected to the post in December 2000 and re-elected in March 2004. In April 2007, Tkachyov put up the issue of confidence before the Russian president. On April 20, the head of state brought forward his candidacy for the post of governor for review by the Krasnodar Territory's legislative assembly. In April 2007, the legislative assembly approved Tkachyov for the third term which expires in April 2012.
On March 21, 2012 the legislative assembly approved Tkachyov for the post of Kuban governor. It will be his fourth term in office.
