MOSCOW, April 24 (Itar-Tass) — The government should change its attitude to businesses and create transparent rules of the game, President Dmitry Medvedev told a meeting of the State Council on Tuesday.
Among priorities he named the creation of a favourable business climate in the country.
“It should be based on transparent and clear rules that will replace manual mode of administration,” he said.
The president named five main principles the government should be guided by while taking major decisions.
“First, business talent should be considered a significant public value. Second, the government’s interference into economy should be minimally necessary and transparent,” Medvedev said.
“Third, the position of law enforcement agencies should be unbiased in relation to organizations of any forms of ownership,” he said. “All of them should be equally protected.”
“Practice of competitive struggle with the use of administrative and law enforcement resource should remain in the past forever,” he said.
“Fourth, regulation should be competitive on the international level,” the president said. “Fifth, all interested society should take part in creating the rules of the game.”
