UNITED NATIONS, April 21 (Itar-Tass) —— The UN Security Council was to begin urgent consultations on Syria at 17:00 on Friday, according to the UN press-service.
Russia and a group of Western countries in the Security Council have circulated their own draft resolutions on the establishment of the UN monitoring mission in Syria. Both provide for the establishment of the UN observer mission for an initial period of 90 days and with the number of observers set at 300. The Russian draft stipulates that the UN Secretary-General should report to the UN Security Council about how the resolution was being implemented within 30 days following the date of its adoption. The western draft sets a 15-day deadline.
In addition, the authors of the western draft included in it the possibility of using non-military sanctions in case of the Syrian government’s failure to comply with the obligations under the "road map" settlement plan proposed by the special representative of the UN and the Arab League (League of Arab States) Kofi Annan.
Damascus must "stop the movement of troops towards populated centers, stop using heavy weapons in such centers and begin the withdrawal of troops, concentrated in and around them.
