MOSCOW, April 17 (Itar-Tass) —— President Dmitry Medvedev has signed a decree on the establishment of Public Television which is to begin broadcasts as of January 1, 2013, Medvedev declared in a format of the open government on Tuesday.

The Board of the Public Television, to be endorsed later, is to represent different public forces. The decree stipulates that no civil servants are admitted into the Board.
