Medvedev to meet Open Government experts

MOSCOW, April 17 (Itar-Tass) — Russian President Dmitry Medvedev on Tuesday will hold another meeting in the Open Government format. It will be the forth such discussion with experts and its participants will summarise preliminary results of the activities of the working group for the formation of the Open Government system.

The RF head of state signed a decree on the creation of the corresponding working group on February 8, 2012. Chief of the Kremlin administration Sergei Ivanov was appointed its head.

The president instructed the working group jointly with the government to prepare by April 15, 2012 proposals on priority spheres of the activity of the Open Government system: the social policy, protection of citizens' rights; development of competition and entrepreneurship; innovation development; long-term macroeconomic and budget policy; workforce capacity development; indicators of efficiency of the Open Government system functioning; regional policy and decentralisation of authority in the sphere of state management; infrastructure and transport; sports and domestic tourism policy; development of systems used for the provision of state and municipal services in an electronic form and modern communication means.

Individual sub-groups worked on each of these spheres and formulated their proposals.

Discussions with the participation of Dmitry Medvedev were held on separate issues. Thus, he met with the Open Government on such issues as civil service personnel training, the fight against corruption, development of competition and improvement of the business climate in the country.

Medvedev put forward the idea to create the so-called Big, or the Open Government, in his state-of-the-nation address to the Federal Assembly last year, and then confirmed it at the United Russia Congress. He believes that the future cabinet, to be formed after the inauguration of the new Russian president in May, should take into account the views of all social groups and have a permanent feedback from the society.

“I proposed to go beyond the established institutions and create a Big, or perhaps it would be more correct, Open Government that combines for the fulfilment of strategic and operational tasks all levels and branches of authority, public figures who are ready to participate in the processes of real management of the state, in the development and expert examination of the most important decisions and programs,” Medvedev, who is expected to head the next cabinet, said then.
