MOSCOW, April 13 (Itar-Tass) — Issue of Russia's accession to the World Trade Organization cannot be put up for a nationwide referendum, the Central Electoral Commission said Friday in its conclusions after it had considered a notification filed by the Moscow City Electoral Commission.

An initiative on holding a plebiscite over Russia's membership of the WTO came from a group of individuals that filed an appropriate petition with the city electoral authorities.

The CEC's conclusions say the Russian legislation stipulates that the problems falling into the realm of exclusive competence of the Constitution, federal constitutional laws and federal agencies of power.
