State defence order may not be fully placed before Apr 15-Rogozin

MOSCOW, April 12 (Itar-Tass) —— Russian Deputy Prime Minister Dmitry Rogozin does not believe that the state defence order will be fully placed before April 15, but the progress is more positive than in 2011, he told reporters on Thursday.

“I cannot say that all will be placed before April 15,” Rogozin said, explaining that there are some problems in the price formula for the contracts, which are to be fulfilled for 5-6 years. “This is complicated contracts, for instance, sophisticated aircraft or state-of-the-art underwater systems,” the deputy prime minister said.

Meanwhile, Rogozin noted that in general “the dynamics is more positive than in the previous year” with the placement of the state defence order. The vice-premier also noted that he will soon report to the country’s leadership on the situation over the state defence order.

Meanwhile, Rogozin noted the problem of the quality of the products, which the Russian military industry makes. “Today we are introducing the formula, under which the directorate of the enterprises, which manufacture the products of inferior quality, will be fined,” he said, explaining that the directorate of the enterprises will be deprived of bonuses and extras in this case.

Prime Minister Vladimir Putin stated about the need for the placement of the state defence order for 2012 before April 15 in his annual report on the work of the government at the State Duma on Wednesday. “I set the task to complete the placement of the state defence order for this year already by April 15,” he said, noting, “The rules for the placement of the state defence order were toughened in order to avoid any breaks.”
