TSKHINVALI, April 8 (Itar-Tass) —— The turnout has exceeded 30% in the second round of the South Ossetian presidential election, which makes the ballot valid, the State Information and Press Committee website quoted Central Elections Commission Secretary Irina Gassiyeva.
