GORKI, March 30 (Itar-Tass) — President Dmitry Medvedev has submitted a bill on control over the correspondence of public officers’ revenues to their expenditures and asked for its soonest consideration.
“Please, pay close attention to this bill. It must an effectual document discussed in the first turn,” he told United Russia leaders on Friday.
Medvedev is hopeful that other State Duma factions will also support the document, which is a part of the anti-corruption package.
The bill was drafted at the Russian presidential administration and posted on the Open Government website (zakon.government.ru). The public discussion will last until April 5.
The document implies that public officers will declare both their incomes and large expenditures on land, real estate, vehicles and bonds and confirm the legality of the deals with documents. It sets the procedure of the verification of such declarations. Acquired assets, whose legality is not confirmed, will be impounded by the government with a court order.
Medvedev said at the March 13 meeting of the Presidential Anti-Corruption Council that state and municipal officials would be compelled to present information about their expenditures and the expenditures of their families, such as on real estate, bonds, shares and vehicles. “Such information must be presented if the buy of a public officer or his family member exceeds the three-year family income in the principle place of employment,” he said.
