Criminal case opened over Perm Territory kidnapping

PERM, March 28 (Itar-Tass) — A criminal case was opened over the kidnapping of a boy from a kindergarten in the Perm Territory, an official at the regional department of the Investigation Committee /SK/ told Itar-Tass on Wednesday.

An unidentified woman abducted Ilya, 6, from a kindergarten in the town of Krasnokamsk at around 13:00, local time, /11:00, Moscow time/ on March 27. The boy's mother reported his disappearance in the evening.

"Director of the regional department of the Investigative Committee Marina Zabbarova has asked the person who kidnapped the child to immediately return the boy to the parents or law-enforcement bodies," the SK official said. According to a Note to Article 126 of the Criminal Code, the person who sets the abducted person free of his own accord, is exempt from criminal responsibility.

The SK circulated the posters and description of the missing boy and the suspected abductor. It said the child is about 7, height 125-130 cm, medium build, straight light brown hair, close haircut, large brown eyes. The child is unable to pronounce the Russian "r" properly, and is quite sociable. The woman might be aged 18 to 20, height 160 cm, dark shoulder-length hair. She was clad in a black sport jacket and black jeans.
