MOSCOW, March 26 (Itar-Tass) —— Prime Minister Vladimir Putin has suggested strengthening personal responsibility of customers and contractors for the implementation of federal target programmes.
“Personal responsibility of contractors and relevant agencies should be increased. It is necessary to think seriously about selection criteria for federal target programmes and the system of target indicators,” Putin said at a meeting on the implementation and financing of federal target programmes on Monday, March 26.
“We must analyse most thoroughly what is happening in this field and make appropriate conclusions,” the prime minister added.
“Every year annoying failures occur in the federal target programmes, mainly because of vague goals. This creates problems with rhythmicity of financing and administrative support,” Putin said.
This is the reason why the programme for the development of Lake Baikal and the federal target programme “State Border” have not been approved so far. “The agencies in charge are the Ministry of Natural Resources and the Federal Agency for the Development of the State Border Facilities. These programmes were supposed to commence already this year,” he said.
Another problem arises when all procedures have been completed, goals set and funding provided, but it is not used effectively.
“We have this situation with the fisheries and had to halve budget appropriations for the programme because of their ineffective use,” Putin recalled. “But the agency could not use the remaining funding in time and effectively either. And more than a quarter of the funds disbursed in 2011 were returned to the budget.”
