MOSCOW, March 21 (Itar-Tass) — Chief of the Russian Investigation Committee (SK) Alexander Bastrykin arrived in Kazan on Wednesday to check the results of an investigation into facts of abuse of office blamed on policemen of Dalny police department.
Upon arrival Bastrykin met Head of Tatarstan Rustam Minnikhanov. The meeting was attended by a senior official of a group of SK Central apparatus, Sharan Elsultanov, and Chief of Tatarstan’s Investigation Department Pavel Nikolayev.
An investigation into methods used by policemen of the Dalny police department was opened after 52-year-old Sergei Nazarov, detained on theft charges, died in hospital. Nazarov said before death that five policemen, who had detained him on suspicion of theft, raped him with a champagne bottle.
Following the incident the Dalny police department was disbanded. The Russian interior minister gave an administrative punishment to the interior minister of Tatarstan. The former chief of the Criminal Investigation Department of Dalny police and one of his subordinates were arrested.
Over the past 24 hours, 28 citizens have lodged complaints about illegal methods used by workers of Kazan police while a group of investigators, including experts of SK central apparatus, are continuing the checks.
