Duma to have special meeting with interior minister's participatn

MOSCOW, March 19 (Itar-Tass) —— The State Duma will have a special "government hour" on April 13 with the participation of Russian Interior Minister Rashid Nurgaliyev, the lower house's First Vice-Speaker Ivan Melnikov told Itar-Tass on Monday.

Later in the day, State Duma Chairman Sergei Naryshkin said the Duma Council at its meeting on Monday discussed the invitation of the interior minister to a Duma meeting. The date was set for April 13. "Deputies have a lot of questions about the Interior Ministry's activities, and the deputies, of course, will ask all the questions," he added.

Earlier, the council of the lower house received a request from Duma member Vladimir Bessonov (the Communist Party) to invite Nurgaliyev to the State Duma in connection with the incident in Kazan, where policemen are arrested on suspicion of cruel torturing of a detained man, who died in hospital.

On March 10, after being tortured in Kazan's Dalny police station, Sergei Nazarov died in a hospital. According to investigators, the day before, the man, who had six previous convictions, was detained groundlessly. The materials on a minor offence allegedly committed by him were false.

Ambulance teams were called twice for him when he was in the police station. As was reported, he complained about abdomen pains. When an ambulance arrived for the second time, with the enterorrhexis diagnosis the man was taken to hospital. He was operated on, but died.

According to the preliminary forensic medical examination results, the man had injuries that he could not inflict by himself. Before the operation, Nazarov told his relatives that he was tortured with the use of champaign bottle in the Dalny police station.

On suspicion of involvement in the crime, five policemen are placed under arrest. They are dismissed from police service. The Dalny station staff is disbanded. Most of the personnel are dismissed. Russian Interior Minister Nurgaliyev issued reprimands to chief of the Russian Interior Ministry’s moral and psychological ensuring department Sergei Triputin and Tatarstan's interior Minister Asgat Safarov.

At present, a team from the Russian Investigative Committee's Main Department is working in Kazan, conducting a comprehensive investigation into the city police's illegal actions.
