Moscow investigators probing into illegal actions of Kazan police

KAZAN, March 19 (Itar-Tass) —— A team of investigators from the chief administration of the Russian Investigations Committee is examining in Kazan a case of officers of the Dalny police precinct, who tortured a detainee, a spokesman for the Tatarstan administration of the Russian Investigations Committee told Itar-Tass on Monday.

“The criminal case against policemen from the Dalny police station who tortured to death detainee Sergei Nazarov, has been handed over to special investigator of the Russian Investigations Committee’s chief administration Major General of Justice Sharan Elsultanov,” the spokesman said.

Investigators organized reception of citizens who had suffered from actions by policemen. Two more criminal cases have been opened on charges of acting in excess of powers and the use of violence against two Kazan residents aged 22 and 24.

Besides, investigators are examining complaints and appeals on actions or inaction by officers of the republican investigation administration, who took decisions on refusing to initiate criminal cases on violations of law by police officers.

On March 21, chairman of the Investigation Committee Bastrykin is to arrive in Kazan.

The comprehensive investigation was prompted by the fact that Sergei Nazarov, 52, died at one of Kazan hospitals on March 11; he had been manhandled at the Dalny police precinct. The man said before his death that policemen detained him on a suspicion of stealing and tortured him with an empty sparkling wine bottle. As a result, his rectum was torn.

Five policemen were arrested on a suspicion of complicity in this crime. The Dalny police precinct was disbanded, and most officers were sacked.
