Moscow investigators examining case on tortures of Kazan detainee

Investigators from Moscow started to examine in Kazan on Saturday a case of officers of the Dalny police precinct

KAZAN, March 17 (Itar-Tass) — Investigators from Moscow started to examine in Kazan on Saturday a case of officers of the Dalny police precinct, who tortured a detainee, Itar-Tass learnt at the Tatarstan branch of the Russian Investigation Committee.

A large group of staff members from the committee’s central office, led by senior investigator under the chairman of the Russian Investigation Committee Sharan Elsultanov, arrived in Kazan on an instruction from head of the Russian Investigation Committee Alexander Bastrykin.

During the work of the central office commission in Kazan, a reception of citizens who had suffered from actions by policemen, was organized in the capital of the Tatarstan Republic.

Besides, the commission will examine complaints and appeals on actions or inaction by officers of the republican investigation branch who took decisions on refusing to start criminal cases on violations of law by police officers.

Kazan waits for an arrival of chairman of the Investigation Committee Bastrykin in the near future.

The comprehensive investigation is prompted by the fact that Sergei Nazarov died at one of Kazan hospitals on March 11; he had been manhandled at the Dalny police precinct. The man, 52, described before his death that policemen detained him on a suspicion of stealing and tortured him with an empty sparkling wine bottle. As a result, his rectum was torn.

Five policemen were apprehanded on a suspicion of complicity in this crime. The Dalny police precinct was disbanded, and most officers were sacked.
