NOVOKUIBYSHEVSK, March 15 (Itar-Tass) —— Tatarstan’s Interior Minister could have not waited for organisational decisions on recent accident in Kazan coming from the top, and should have made a decision himself, head of the presidential council on development of institutes of civil society and human rights Mikhail Fedotov said on Thursday.
“Tatarstan’s Interior Minister could have chosen responsibility for himself,” he told reporters commenting on the decision of Russia’s Interior Minister Rashid Nurgaliev.
“I have been speaking about it for a long time, it is very important to have culture of resignations. Some accident happens, the minister is shocked and files a resignation realising he has failed; that may be a regional or federal minister of a municipal official. Every person should pay with own name for occurred failures,” he said.
Fedotov said if an official committed a crime – he should be responsible in compliance with the law; but if an official failed the work and there are no reasons to put him in prisons – he should be responsible morally.
“Those guilty of the crime are behind the bars, and the investigation continues – is correct absolutely, because when I got calls from reporters who told me a person suspected of being involved in a death is sitting at home, I got very surprised. The law is for everyone, but for staff of law enforcement authorities it should be more strict than for other people,” he said commenting on development of the situation in Tatarstan.
