Duma committee to meet March 16, following Kazan police violence incident.

The heads of the territorial police departments have been ordered to carry out checks at all units

MOSCOW, March 15 (Itar-Tass) — The committee for security and combating corruption under the State Duma lower house of the Russian parliament will meet in an extraordinary session on March 16, following the Kazan police violence incident where detainee Sergei Nazarov was tortured to death.

"I believe the talk which took place /today/ at /the extraordinary/ session of the Interior Ministry, was very principled, tough and substantive," chairwoman of the committee Irina Yarovaya /United Russia/ said.

"Decisions have been made to discipline the culprits and carry out reshuffles; the Tatarstan interior minister has been reprimanded. Of course, the issue about inevitability of punishment for all those who committed this crime, is obvious. There should be not only punitive but also preventive measures," the lawmaker underlined.

Yarovaya also noted that the Interior Ministry leadership had decided to conduct a system check and re-examine all the police violence complaints for the past few years. "Therefore, the task is not only to deal with the Kazan incident, but also to ascertain if there were other violations or abuse, and expose the conditions and causes that lead to the commission of such crimes.

"If other facts are exposed during this system check, the authorities will take additional disciplinary or legal and criminal decisions," she said.

The heads of the territorial police departments have been ordered to carry out checks at all units.

"A decision has been made to analyze the appointments at the executive level. In my opinion, the ministry has formulated the correct proposal to set up the service for educating personnel at the level of all territorial departments.

Yarovaya also said the house committee for security and combating corruption will meet in an emergency session on March 16. Taking part in the meeting will be deputy interior ministers, and representatives of the Ministry of Education and Science and the Ministry of Public Health and Social Development.

Understanding the problem of modern education and the condition of psychological service, we must talk about complex system measures, to form an idea about the ethics of service, and train police personnel while taking into account the difficulties which every employee objectively encounters," the parliamentarian said.

Earlier on Thursday, State Duma speaker Sergei Naryshkin said the Duma Council would consider on March 19 inviting Interior Minister Rashid Nurgaliyev to the "Government Hour" question and answer session.
