SKOLKOVO, March 14 (Itar-Tass) —— President Dmitry Medvedev believes that three- six years in office is an optimal term for civil servants, he declared at a meeting with the Open Government on Wednesday.

Afterwards, one must either go up or move aside, Medvedev stressed. That term is sufficient to get to the essence of the work, learn managerial skills, built one's own team and achieve results, he said.

All the civil servants should be prepared for permanent rotation, Medvedev warned. "All of us will be rotated some day. This is a must which everyone should accept," Medvedev stressed.
