SKOLKOVO, March 14 (Itar-Tass) —— Russian President Dmitry Medvedev supported the idea to introduce exams for public servants and people replacing public posts.
“The exam is a useful thing,” he said at a meeting with the open government. “Such exams should be taken online as the best option for public servants, particularly for major chiefs,” he said. “Otherwise, the probability of pressure on the examiner, particularly if he examines a quite high official, is high,” the president elaborated. At the online exam “the folly is seen immediately, if certainly we are confident that a minister rather than his aide is behind the computer,” Medvedev pointed out.
Meanwhile, the president noted that this initiative “is not for all”. “This may have the opposite result, as the exams will begin for all at once,” he pointed out.
Meanwhile, he supported the idea to evaluate the activities of officials in the social networks. “My colleagues offered to assess these activities through the social networks. I support it,” he said. “So, the social networks can be finally used only to meet for rallies? So, “barking dogs” can be used not only for this. Let’s try it out,” Medvedev noted.
Meanwhile, the president urged not to forget that public servants are Russian citizens as well. “We should not forget that our colleagues, we as a group of public servants are people as well, people on whom the presumption of innocence also spreads, and people, who actually demand some respect to themselves,” he noted. “Therefore, creating a new system to encourage public servants and creating a general new system of public services, we should not forget that our public servants are citizens of our country,” he said. The president emphasized that “they should be on terms of the maximum respect of the state authorities.” On the contrary, the president is convinced that it will be impossible to change something.
