First unmanned spacecraft to be launched from Vostochny in 2015

The total number of workers to build Vostochny facilities will rise to 12,000 this year

KHABAROVSK, March 2 (Itar-Tass) —— The launch of the first unmanned spacecraft from Vostochny space port is planned for the fourth quarter of 2015.

Executives of Roscosmos and the structures participating in the space port construction have no doubts that the plans are real, despite a number of problems.

This was said at the meeting chaired by presidential envoy to the Far East Federal District Viktor Ishayev. The meeting was held in Uglegorsk on Thursday to discuss Vostochny construction issues.

Ishayev expressed concern that there was no top management for the construction, his press service told Itar-Tass. The envoy urged the Federal Space Agency to speed up the settlement of the issue. He suggested a simplified procedure to present permissive documentation for construction of space infrastructure facilities and examination of experts. Such a procedure was used for the construction of APEC summit facilities in Vladivostok.

The envoy believes construction companies must be registered in Uglegorsk for the city and the Amur Region to have more tax revenues and for more local residents to work at the construction sites.

The envoy urged to create the entire social infrastructure and normal living conditions and provide affordable medical service and high-quality food for the builders. Law-enforcement authorities are recommended to take measures to prevent growth of offences as the number of builders will enlarge.

Roscosmos construction department chief Vladimir Ivanov said the project design and other work was financed on the whole according to schedule. The 12-bln-166-mln-rouble-cost construction and assembly work is planned for 2012, he said.

Problems may emerge to take more workers later, since about 25,000 people must be brought to the construction, according to the plans.

The head of the Dalspetsstroi state construction company, Yuri Khrizman, said the concluded state contracts totaled 18 bln 263 mln roubles.

There are enough forces and funds. It is important to be within the technological schedule for the construction, the envoy noted.

The documentation was already given for 7.5 bln roubles, he said, adding that they would have half of all the documentation in the first half of this year.

Work is underway to lay roads, build engineering passageways, an electro-transmission line and form the construction base. The foundation of the launch installation and other facilities are planned to be built this year.

Manned spacecraft are planned to be launched from Vostochny in three years after the first launches of unmanned space vehicles.
