MOSCOW, February 13 (Itar-Tass) —— Russian Prime Minister Vladimir Putin published his fourth election program article on Monday. After the interethnic issue, the problems of economy and development of democracy the presidential candidate addressed the tasks of social policy. The article is called “Building Justice. Social Policy for Russia”, which is published in one of the most popular Russian newspapers Komsomolskaya Pravda on Monday.
The prime minister recalled that Russia is a socially-oriented country and should maintain the high level of social guarantees, as more than 50% of budget expenditures are envisaged for this purpose. However, the premier is not satisfied with the ways the principle of justice is realized in the country.
“The top problem of Russian social policy is even not the amount of resources, which we allocate for the solution to social tasks, but the efficiency, the targeted nature of the measures taken,” Putin noted. “We should change the situation for next few years, eliminate all zones of losses in the social sector, when the resources are wasted, allocated not to those who need them badly, but people who can easily live without them; when we inertly support various agencies, neglecting the efficiency of their work for people; when we put the interests of those, who work in social agencies, higher than the interests of those for whom they work,” Putin wrote down.
The prime minister sets the task to change the situation already before 2020. “Each rouble allocated for the social sphere should “produce justice”. A just system of the society, economy is the main condition of our sustainable development in these years,” he pointed out.
The premier raises such problems, as an insufficient salary and the bad work of social lifts, which causes a major difference in incomes of people and poverty, the low level of social services and inefficient social expenditures.
The prime minister offers detailed concrete measures for dramatic changes in the current situation.
He particularly noted that teachers, doctors and figures of culture ensure stability of the society, are the safeguards of social moral values, therefore, a worthy salary should be provided for them so that they will not seek freelance jobs. The professionalism should be encouraged, doctors, people of science and university professors should receive a double average salary in their region by 2018.
Putin noted that serious changes are needed on the labour market of qualified workers. “The working aristocracy should be revived in Russia,” he remarked. It should number up to ten million people by 2020. The premier called workers as the backbones of any economy and demands improve cardinally their social position.
In the article the premier also encouraged businesspeople of new generation, primarily in small and medium businesses, which show “not just a success story, but the story of a just success.” He sees the chances of the young business elite that they manage private corporations of new type – a public type that is more resistant to corruption.
As for social assistance Putin singled out the assistance to the families with children, proposing the scope of concrete measures, including higher monthly allowances for the third and more children up to 7,000 roubles in those regions, where negative demographic tendencies persist.
He also pledged to continue the growth of pensions, meanwhile, taking into account the interests of those, who need to keep working upon the retirement age. The prime minister also noted the need for the development of the funded component of the pension system.
Putin also dwelt on the tasks for the development of the education system, culture and the health care system.
The prime minister offers the measures to settle the housing problem. According to his estimates, these measures will make new housing affordable not for a fourth of Russian families now, but for 60% by 2020, and will settle the problem completely by 2030.
Meanwhile, the article points to the need to establish order in the housing and public utilities sector, including the tariff policy.
Putin concluded the task for Russia’s preservation should be settled on the basis of a long-term project of demographic development.
“We should build our social, economic, migration, humanitarian, cultural and educational, ecological and legislative policy over the task for the development of the human potential of Russia. This should be done not for the period “from elections to elections”, but for a long term, taking it for all in all, historical perspective,” Putin underlined.
