MOSCOW, January 23 (Itar-Tass) —— Prosecution may be imposed in Russia for violation of the migration and registration regulations, Russian Prime Minister Vladimir Putin said in his article "Russia: the National Issue" published in the Nezavisimaya Gazeta on Monday.
"It is clear that we must substantially improve the quality of the state migration policy, and we will solve the problem," the premier said.
To say frankly, Russians are irritated by many problems connected with mass migration -- both foreign and internal, and many ask the question whether the formation of the Eurasian union will result in increased migration inflows and therefore growing problems, he noted.
Putin admits that it is unlikely possible to completely get rid of illegal migration, but everything must be done to minimize the process.
Clear functions of police and powers of migration services must be strengthened, the premier said, noting that it must be clearly differentiated from the policy with regard to legal migration.
Putin paid attention to the problem of behavior of people who move to regions with quite other cultural traditions.
Inadequate, aggressive, defiant and disrespectful behavior must meet an appropriate legal, but tough response, and first of all on the part of authorities, who at present often just take no action, the premier stressed.
It must be seen whether there is everything necessary to control such behavior in the Administrative and Criminal Codes and the police regulations, he said. The question is one of tightening the legislation and imposing prosecution for violation of the migration and registration regulations. Sometimes it is enough to warn. But if a warning is supported by certain legal regulations, it will be more effective, he noted.
