Campaign for attracting foreign workers for 2013 starts in RF

MOSCOW, January 17 (Itar-Tass) —— A campaign for attracting foreign workers for 2013 started in Russia, a source in the Russian Ministry of Health and Social Development told Itar-Tass.

“To hire workers from abroad an employer must make an application to an authorized agency in a given region before May 1, 2012,” said the source.

This year employers can make applications on the basis of an updated “Immigration Quotas” information bulletin. An employer can send an application to an authorized agency, can follow the stages of the application being processed, and can adjust requirements for the quotas.

This service for employers is free of charge. Employers can make an application online, or can visit the authorized agency to make an application. It is held in the ministry that the use of the information system saves much time of an employer in making an application to hire foreign labor.

On the basis of proposals from regions, to be made by October 15, the Ministry of Health and Social Development will refer information to the Russian government to define the needs in foreign labor and to fix quotas for hiring foreign workers.

The source supplied information that an application for hiring foreign workers can be rejected if there is an opportunity to hire a Russian citizen for the job, if an employer has not corrected infringements in hiring foreign work force, if an employer has wage arrears and does not provide guarantees of medical services and accommodation for hired workers. An employer can also be denied a quota if the wage offered is below the subsistence wage in a given region.
