Putin says he has national development strategy

MOSCOW, December 27 (Itar-Tass) —— Russian Prime Minister Vladimir Putin has said that he has a national development strategy.

“A presidential election is not just a matter of choice of this or that specific candidate. It is the choice of a development strategy for our state. You and me do have such a strategy,” Putin said at a meeting of the headquarters and the federal coordination council of the All-Russia Popular Front.

He said that strategy’s main thrust was strengthening and developing the economic institutions of Russia, modernizing the economy, shifting it to the innovative development track, and upgrading the social sphere. Putin said he had great plans for strengthening the national defenses.

“The people do know what and how we shall be doing for the sake of this,” Putin said.

“We must be certain that the people of our country will support us in earnest,” Putin said. “Without popular support it would be impossible to implement such grandiose plans.”

He added that in any country there would always be certain forces that need “not a development outlook, but Brownian motion.”

“Remember the notorious Trotskyite slogan ‘The movement is everything, the end goal is nothing’?” Putin asked. “Let me say once again. There are such people, and they have the right to exist. They should be treated with respect.”

However, Putin warned that the problem is such people lack a specific action plan.

“They have no integral program (programs are many, but there is not a single integral one), they have no clear means of achieving the aims, which are not clear for them. They lack personalities that might have done something specific,” Putin said. For this reason, he said, it is necessary to make elections transparent, clear and impartial, but it cannot be done without the public, on one’s own.
