President Dmitry Medvedev said Russia needs to create broad opportunities for developing medium and small business

MOSCOW, December 22 (Itar-Tass) — President Dmitry Medvedev said Russia needs to create broad opportunities for developing medium and small business.

"It is necessary to attract investments, and improve the business climate; it is the best way to secure a country's growth," Medvedev said in his annual state-of-the-nation address on Thursday.

"Maintaining the macroeconomic cycle in the country remains crucial. The funding must be effected at the expense of improving revenue and the tax element," the president said.

Speaking about the inflation level, Medvedev underlined that interests rates "must be lowered through competition."

"The Central Bank and the government have no right to allow upheavals, and to this end, everybody must continue to live within one's income," the president said.

This is not to say government has to give up social programs or cut them. "All the obligations will be met in full measure," the head of state assured.
