MOSCOW, November 27 (Itar-Tass) —— The 12th United Russia congress approved the people’s program Prime Minister Vladimir Putin will use in his presidential election campaign.
By proposal of United Russia Supreme Council head, State Duma Speaker Boris Gryzlov, the audit commission will upgrade the program with due account of Putin’s speech at the party congress and latest proposals and additions. After that the program will be presented to the United Russia General Council for approval.
United Russia Supreme Council member Nikolai Fedorov presented the program at the party congress. He described the document as “the people’s program of the people’s president” and recalled that the program was drafted on the basis of proposals from regions. About 1.5 million people took part in the program drafting and the proposals were comparable with the Grand Soviet Encyclopedia by their volume.
“A program is humane and efficient when it is drafted by the people, rather than in the high places,” he said. Plenty of proposals came from representatives of the Russian Popular Front, Fedorov said.
United Russia and the Russian Popular Front will take the primary regional programs under control, he said.
