MOSCOW, November 21 (Itar-Tass) —— Prime Minister Vladimir Putin said the tax system should play a bigger stimulating role in order to spur economic and social renovation and support innovations.

Speaking at an international conference titled “Taxation: a Modern View”, held in Moscow on Monday, November 21, Putin said the fiscal load should be distributed fairer among different sectors of the economy.

Sustainable tax revenues for all levels of the budget system are critical for the “fine-tuning” of the Russian tax system, the prime minister said.

“We expect the Russian consolidated budget to get about 9,900 billion roubles in tax revenues this year. This is seven times more than in 2000,” he said.

According to Putin, the government’s position is “consistent and clear”: bigger budget revenues should be secured not by increasing the overall tax burden for citizens and business, but by improving tax administration, encouraging economic development and enlarging the tax base.

Putin believes that Russia has created a rather liberal and competitive tax system.

One of “our achievements” is the practice of tax credits that should be preserved, the prime minister said.

“This is the right of any citizen to return a part of the paid tax when buying housing, paying for medical treatment or education,” Putin said.
