MOSCOW, November 18 (Itar-Tass) —— A draft federal budget for 2012 and the planned period of 2013-2014 is simultaneously socially oriented and targeted at development, State Duma Speaker Boris Gryzlov told parliamentary journalists on Friday in comments on ongoing debates on the main financial document in the second main reading.
“The budget for 2012 is socially oriented and is a budget of development,” the speaker said. “The budget expenditures will make more than 12.5 trillion roubles next year,” he said. He reaffirmed that all social commitments fixed in the legislation are substantiated with funds and should be fulfilled.
“All allowances, including scholarships, will be adjusted to the inflation,” the State Duma speaker pledged. He noted that in 2012 pensioners will receive a bonus twice – on February 1 and April 1 and an average pension will exceed 9,000 roubles in 2012.
“Unconditional priorities remain health care and education,” the head of the parliamentary majority concluded. “For these purposes more than 500 billion roubles and 600 billion roubles will be allocated, respectively,” he noted. “From these funds the material and technical base of hospitals and outpatient clinics will be renovated, the medical aid standards will be increased, and the salary for teachers will be raised. The funds for the initial capital to rural medics and for mortgage credits on easy terms for teachers are envisaged,” he listed the measures.
Major funds will be allocated to build up security, reequip the army and the fleet. “Military plants receive orders, so, they will have a stable work and salary,” Gryzlov pledged.
Meanwhile, “the material position of servicemen of the Defence Ministry, interior troops and policemen will improve.” “Their remuneration will more than double,” the speaker added. “Starting from the New Year pensions of all military pensioners will grow 50% on average. Within two next years all servicemen entitled for housing in the Armed Forces and the interior troops of the Interior Ministry will receive permanent housing,” he listed other important articles of the budget.
The financing of large-scale infrastructure programs and projects is envisaged in the budget for 2012, Gryzlov noted. For instance, the agrarian and industrial complex will receive 136 billion roubles from the federal budget. Aircraft, shipbuilding plants and car makers will receive the financial support from the budget.
More than one trillion roubles will be allocated for the construction of roads within the next three years. The modernization of airports, river ports and railways is planned, the leader of the United Russia faction in the State Duma said. Meanwhile, the construction and reconstruction of kindergartens will continue. Ten billion roubles will be allocated for the support to infant schools within the next two years. “This is additional funds to help the regions and municipalities, which supervise the infant education,” the speaker concluded.
