ASTANA, November 10 (Itar-Tass) —— Deputies of Majilis (the lower house) of Kazakh parliament addressed to Kazakh President Nursultan Nazarbayev to disband the Majilis and to hold early parliamentary elections.
They gave several arguments in favour of early elections in their address, which member of the Majilis committee for finances and budget Nurtai Sabilyanov had read out at an urgent press conference on Thursday.
“First, next year will see a new wave of world financial and economic crisis, the nature and scale of which are unpredictable and may affect Kazakh economy,” the address reads. “In this respect, it is important to pass quicker through the election cycle in Kazakhstan before the onslaught of the world economic crisis” that will allow “all state agencies, the government and the parliament to focus on anti-crisis measures without distracting for the elections.”
Secondly, the deputies noted that Kazakhstan thanks to the current policy is keeping a stable economic growth and is implementing social modernization. “It is important to keep this tendency through an accelerated election cycle and to provide for the continuity of the policy,” they noted.
Third, “Kazakhstan celebrates 20th independence anniversary in 2011” and “will enter a new stage of development next year.” “It will be symbolic and important to begin it with a new reshuffled government and parliament,” the deputies stressed.
On the fourth place, “under the current legislation a next parliament regardless the election results will be formed from at least two political parties,” the address runs. In this connection, “it is expedient to realize this democratic mechanism, which enables to form a multiparty parliament,” the deputies pointed out. This step “will symbolize Kazakhstan’s adherence to the ideas of the multiparty system and political pluralism,” the address said.
The deputies also consider it expedient to hold elections in the Majilis simultaneously with the elections in Maslihats (local representative bodies), the time of elections in which will come in 2012. This “will allow amid the world crisis not to drag out the election cycle for a long period of time and to cut budget expenditures,” they remarked.
Finally, “the formation of a new deputy corps is important for the implementation of a large-scale program of industrial and innovative development,” for which “the parliament is facing major tasks for the legislative basis to accomplish this task,” the deputies said in the address.
