RF motions draft resolution at UN on dumping no-fly zone over Libya

UNITED NATIONS, October 22 (Itar-Tass) — Russia submitted to the UN Security Council a draft resolution on dumping a zone in Libya, closed for flights, Russian chief delegate to the UN Vitaly Churkin told reporters. He expressed hope that the Russian draft resolution will be approved by the Security Council over the next few days.

The introduction of the no-fly zone was provided for by UN Security Council resolution 1973 of March 2011 which sanctioned, in actual fact, the NATO military operation under the pretext of protection of civil population in Libya.

“Since the no-fly zone above Libya was introduced by the Security Council’s decision, a decision on its repeal is to be taken precisely by this body,” Churkin said. “Sweeping changes have taken place in Libya. We expect that a liberation declaration will be taken even on Saturday. The time has come to stop all this, including the no-fly zone.”

British permanent representative to the UN Mark Lyall Grant said that he does not see any considerable difficulties that can pop up with repealing the no-fly zone. He added that this could be done over the next ten days in close consultation with Libyan authorities which are to take over NATO functions of control over air traffic.
