Duma to discuss 2012 budget

The 2012 draft budget is based on estimated Urals oil price of 100 dollars per barrel

MOSCOW, October 21 (Itar-Tass) —— The Russian State Duma will discuss the draft budget for 2012 and the planned period of 2013-2014 under the first reading on Friday and so far only the ruling United Russia Party is ready to back the document.

2012 budget revenues are estimated at 11.78 trillion rubles and expenditure – at 12.66 trillion with a deficit of 0.88 trillion. 2013 revenues are estimated at 12.71 trillion rubles, expenditure – at 13.73 trillion with a deficit of 1.02 trillion. The 2014 estimates correspondingly comprise 14.09, 14.56, and 0.49 trillion rubles.

The 2012 draft budget is based on estimated Urals oil price of 100 dollars per barrel, GDP of 58.683 trillion rubles, and inflation below six percent. The corresponding 2013 budget estimates are 97 dollars, 64.803 trillion rubles, and 5.5 percent. In 2014 the figures are estimated at 101 dollars, 72.493 trillion rubles, and 5 percent.

Communist leader Gennady Zyuganov said the draft budget “does not correspond to the scope of the tasks facing the country.”

Maxim Rokhmistrov from the Liberal Democratic Party said the draft budget poses high taxation risks for businesses.

Oksana Dmitriyeva from the Just Russia Party said the draft budget “lost its social orientation” and added the faction will vote against it.
