RZD and Kemerovo authorities achieve timely haulage of coal

The RZD Company and the administration of the Kemerovo Region took adequate measures to ensure a timely haulage of regional coal

MOSCOW, October 15 (Itar-Tass) — The RZD Company and the administration of the Kemerovo Region took adequate measures to ensure a timely haulage of regional coal, says, according to the presidential office on Saturday, a report of the Russian government on the execution of the Russian president’s instruction on the situation in the Kemerovo Region, given by Dmitry Medvedev by the results of a meeting (October 11) on execution of the head of state’s instruction in the sphere of the RZD Company.

The West Siberian Railway (subsidiary of the RZD Company) loaded over one million tonnes of coal on October 11-12. Stations of the West Siberian Railway now daily load 8,000 tonnes of coal while the average provides only for 7,300 tonnes.

To settle the problem, connected with planning empty and loaded trips, the Russian Transport Ministry issued an order, determining conditions of hauling empty wagons. The Transport Ministry worked out changes to the Rules of railway transport, aimed at optimising administration of wagon fleets, including at cutting unproductive idle time of empty wagons after their unloading.

Besides, the Russian government decided to hand over from November 1, for leasing at least 200,000 high-sided wagons of the VGK and PGK firms to the RZD Company (for period of settling questions on creating an efficient model of running the fleet of private all-purpose wagons).

Governor of the Kemerovo Region Aman Tuleyev set up a regional centre for orchestrating processes of supplying empty wagons and their forwarding. A meeting was held by he commission on planning volumes of coal loading in October-November, taking into account technologies of movement and distribution of empty trains.

Speaking at the meeting on October 11, Medvedev instructed vice-premier Sergei \Ivanov together with the Transport Ministry and the RZD Company to settle the problem with haulage of coal, stockpiled at warehouses of the Kuznetsk Coal Basin within three days. “Results should be reported me personally,” the president said during the videoconference, devoted to the execution of instructions by the head of state.

Tuleyev said at the conference that 13 million tonnes of coal accumulated at warehouses of the Kuznetsk coal basin, which started burning. “We have wagons, but we cannot haul,” the governor regretted.
