MOSCOW, October 15 (Itar-Tass) — President Dmitry Medvedev issued several instructions to the government by the results of a meeting of the presidium of the Russian State Council of October 4, 2011.
The president issued the following instructions:
a) To make changes in legislation of the Russian Federation, aimed at stiffening the state housing surveillance over the operation of organisations of the housing and communal system, rendering services to population.
b) To speed up the adoption of normative legal acts, aimed at using of a mechanism of “splitting” payments of citizens for housing and communal services between resource-supplying organisations and organisations, exercising the management of the living stock, including thanks to turnover from settlement of average-weighted unregulated prices by the number of hours of using capacities as against calculation by price categories.
c) To create a single information centre for getting an access to information in compliance with operating standards on the operation of organisations of the communal complex, including to information on the cost of services, credit debts and on setting tariffs for the next period of regulation, as well as organisations, performing activities in running blocks of flats.
Besides, the president instructed to submit proposals: on setting the order of making decisions, referred by legislation of the Russian Federation to the competence of general meetings of premise owners in a block of flats. If such a meeting is not called in a set period of time or its holding was recognised as invalid; on changing conditions of co-financing at the expense of funds of the federal budget of regional programmes of subjects of the Russian Federation, channelled to develop water supplies, water drainage and purification of sewage; on resettling of citizens from houses, unsuitable for living and recognised as wrecking after January 1, 2010; on forming mechanisms to make long-term tariffs on goods and services of resource-supplying organisations; on simplifying the order of transferring plots of land at military compounds to municipal property.
As well as to examine the question on a possibility of using social norms for granting population housing and communal services in compliance with categories of citizens, level of their incomes, living conditions, categories of housing facilities, natural and climatic conditions of regions and other peculiar features of living.
Besides, the government is instructed along with bodies of executive power of subjects of the Russian Federation the following: to submit proposals on setting up united calculation centres on payment by population of housing and communal services; to take measures on luring major investors in the housing and communal system.
The Russian Defence Ministry should ensure population, living in military compounds, high quality housing and communal services.
The president also gave the following recommendations to bodies of executive power in subjects of the Russian Federation: to organise work on expanding voluntary certification of services in the housing and communal sphere; to carry out measures, aimed at higher level of competition in the market of professional management of the living stock.
