MOSCOW, October 11 (Itar-Tass) — President Dmitry Medvedev demanded a report from the government on progress in drawing the bill on the federal contractual system.
"I issued this instruction a while ago. The time for drawing the bill is over," Medvedev reminded during a videoconference on Tuesday, which addressed the implementation of his instructions.
He expressed the hope that the agencies concerned have already worked out the main approaches to organizing the electronic trade system.
"By the results of the discussion of this issue, I'll make the final decision on the future of the bill. I know that the government has been working on it. It's time to have it finished," the head of state said.
"Russia has to create a modern state procurement system, which would rule out any kinds of fixed tenders," Medvedev underlined.
At the same time, the president acknowledged that the issue was not easy, because new schemes would appear in response to any novelty blocking the existing ones.
"It is necessary to do it; we have to create new legal mechanisms and cut off the existing corruption schemes," he said.
"The main elements of competition should be secured at tenders, to be won by those, who offer the least expensive quality services or goods," Medvedev demanded.
Various corrupted actions were exposed in state procurements, along with schemes to steal budget money, so instructions were issued to carry out audits and conduct probes.
Their purpose is to lower the level of corruption in this sphere, try to put up a barrier, and control the exports of capital, according to the president.
