Over 90 bln rbls to be provided for FE, Baikal reg development

36.2 bln will be transferred in 2011 and 54 bln in the next two years

KHABAROVSK, October 4 (Itar-Tass) — The financing for the federal programme for the economic and social development of the Far East and the Trans-Baikal Territory will amount to 90.2 bln rbls in the next years -- 36.2 bln will be transferred in 2011 and 54 bln in the next two years, Russian Deputy Minister of Regional Development Roman Panov said at the fifth Far Eastern International Economic Forum that opened In Khabarovsk on Tuesday.

A total of 95,5 bln rbls has been already provided for the programme implementation, including over 68 bln from the federal budget.

The funds were used to begin construction of 151 facilities, and 68 of them are already finished. As a result, the reliability of power supply to the population and industrial sites was enhanced. The East Siberia-Pacific oil piping system is operating. Gas is supplied to residential sites along the Sakhalin-Komsomolsk-on-Amur-Khabarovsk gas pipeline. The network of roads is expanded, and new schools and medical centres are built, Panov said.

This year, the efforts are concentrated on enhancing the standard of life of the population and construction of cultural and health centres and heat and water supply systems on Sakhalin, in Buryatia and the Trans-Baikal Territory.

The reconstruction of the airport in Ulan-Ude is in the final phase. The airport will receive all the types of aircraft. The capacity will be increased to one million passengers a year. It will allow lowering the passenger transportation tariffs.

Many potentialities not realized in previous years can be used at present, Panov believes.

So, when forming proposals for the programme financing in 2012-14, in coordination with the Economic Development Ministry and the ordering state structures, the additional need to provide more than 228 bln rbls has been announced, Panov said.

The funds will allow promptly completing the construction of 82 key facilities and begin construction of 26 more.

The additional funds from the federal budget are planned to be used to begin the construction of Sakhalin Hydro-Electric Power Plant-2 and sections of the Vilyuy road.

Considerable financial resources will be transferred for the development of the Kuril Islands.

The theme of the forum is "the Far Eastern Priorities and Strategies 2020". Under discussion at the plenary and thematic meetings will be issues related to the social and economic development of Russia's East in the context of the new strategy for the Russian Federation's development for the period till 2020.
