"With regard to social obligations, all of those that have been made, of course, will be fulfilled," said the legislator.

MOSCOW, September 29 (Itar-Tass) —— The draft budget for 2012 and for the longer period of 2013-2014 will be adjusted in the State Duma in line with the statements Prime Minister Vladimir Putin made at last weekend’s congress of United Russia on the social obligations of the state, the first deputy chairman of the Duma Committee on budget and taxes, Vitaly Shuba, of United Russia, told Itar-Tass in an interview. As expected, the main financial document of the country will go before the lower house of parliament on Friday, September 30.

"With regard to social obligations, all of those that have been made, of course, will be fulfilled," said the legislator. At the same time he pointed to "what was announced by Prime Minister Vladimir Putin at the congress of United Russia."

In particular, he said "we need to index wages to public sector employees,” recalled the deputy, adding that "this should be done by regions, and the Federation is ready to help."

"I believe that when the draft budget will be examined in the State Duma, corresponding amendments will be made to the bill – in view of what was said at the congress," Shuba said.

On September 24 Putin addressed the United Russia party congress with a speech to say that in the next two years the average wage in the country should increase by half and make 30,000-32,000 thousand rubles.

"We have to substantially increase public sector wages. Qulified specialists should receive no less than the average for the region's economy is," he stressed.
