President signs list of instructions to implement education projects

The government must work out mechanisms until December 1 to attract young specialists and postgraduates to work as teachers at schools

MOSCOW, September 19 (Itar-Tass) — Russian President Dmitry Medvedev has signed a list of instructions following the August 31, 2011 meeting of the presidential commission on the implementation of priority national projects and the demographic policy, the Kremlin press service said on Monday.

The Russian government is instructed to ensure that schoolchildren’s' achievements they have during their studies will be taken into account in their final graduating results.

Organizational, managing and financial mechanisms must be formed to ensure equal high quality of education programmes, irrespective of a kind of a school, on the basis of the available positive experience.

The government must also work out mechanisms until December 1 to attract young specialists and postgraduates to work as teachers at schools and work out and introduce recommendations to provide schools with study and laboratory equipment for design and other technical creative work of schoolchildren.

The government together with executive authorities in regions must work out measures until December 1 to ensure training of teachers in accordance with the modern requirements, including training at leading educational centres, and teach pedagogical technologies.

A programme for 2012-13 must be submitted for the modernization of the pedagogical education system with the aim to optimize the network of professional and additional education schools and enhance the quality and ensure continuity of education of teachers.

It is also suggested that a reserve of a senior staff, including school directors, should be formed in regions.
